It is with great pleasure to announce the formation of an alliance led by Dr. Joe Pace, Chairman of the Board of the Pacific Institute’s Education Initiative; Dr. Gary Carlson, President of GRC Inc.; and Raul Valdes Pages, Chief Executive Officer of Quantum Educational Services.
Colleges have moved away from the nexus of employment, affordability, retention and alignment with current employer needs. In this alliance, companies with decades of higher education experience intend to bring programs to career schools and community colleges that take aim at the national employment skills gap, are available at affordable tuition levels, and include embedded industry certifications that are highly sought out and demonstrate quality and competency in a given field. Additionally, we will use an internally developed checklist of twenty benchmarks that increase the retention and graduation rates of participating institutions and offer turnkey online programs to community and career colleges.

Raul Valdes Pages is an accomplished and innovative executive with management accomplishments in educational services and packaged goods. He has been the CEO of three successful companies rooted in integrity, innovation and vision and has launched two startups, one of which was sold to a public company.
Raul is trained in Synectics and is a creative problem-solving expert in accreditation (HLC, ACCSC, ABHES, APTA, ACOTE, BON), compliance, 90-10, default management, retention, placement and education policy.
He has six books under current publication and has received the APSCU’s Excellence in Education award. In addition, Raul is the recipient of fifteen Best Idea Awards and multiple National Education awards as an expert in competency-based education. Also, he has previously been asked to testify by the Department of Labor on behalf of Congress’s Skill Standards Bill, was nominated by Senator Dole to serve on the board, and was appointed by former Governor of Colorado, Roy Romer, to the LINKS and SPREE task forces.
Dr. Joe Pace, along with The Pacific Institute Founder Lou Tice, are the authors of the best-selling textbook, Thought Patterns for a Successful Career, used by more than one and a half million students in over one thousand Colleges and Universities world-wide. Additionally, he has authored four textbooks on personal and professional development, designed for college students about to enter the workplace. Joe was appointed by the Governor of Florida to the Florida State Department of Education’s nine-member licensing commission for private schools (CIE), serving on the commission for ten years, and elected chairman twice. He was also inducted to the Florida Association of Postsecondary Schools and Colleges (FAPSC) Hall of Fame along with being inducted into the Fischler School Professional Society for Doctoral Graduates at Nova Southeastern University (NSU) for his vision, dedication and commitment to excellence.
Gary R. Carlson consults with colleges across the United States and is passionate about success and improvement. He is a professional education expert in analyzing the operations of schools and his process techniques are utilized in both small and large organizations. Dr. Carlson’s sharing of experiences and analysis have produced improvements in student success, student retention, regulatory compliance and faculty performance.
In addition to his role with Quantum Educational Services, Dr. Carlson is President of gCarlson Inc., and was previously the president of a children’s home for behavioral troubled youth, the president of a two-year business college, and the chief academic officer of a large organization consisting of 127 colleges. His expertise has also put him in high demand to serve on committees and boards of trustees across the United States. When not present in a school, you will find him volunteering in his community, fundraising, and teaching in nonprofit organizations.
Dr. Carlson’s goal is to implement and support school leadership with a discovery process designed to determine solutions for improvement. Identification of the key variables that exist in school performance and process provides the tools to fine tune current and future outcomes. The best school process is cyclical, so the reoccurrence of success is predictable.
